It’s not democratic to force them into statehood if they don’t want it, no; but it’s also not democratic to allow territories to continue to be governed without representation indefinitely.

It would be perfectly democratic to simply cut them loose if they don’t elect to become part of the normal permanent architecture of American democracy — although much more pleasant to simply pass an amendment that gives their delegates the right to vote in the House.
